Background

 

The Union Budget 2026-27 focused on Yuva Shakti-driven growth, fiscal consolidation (fiscal deficit at 4.3% of GDP), increased public capex to ₹12.2 lakh crore, and major sectoral pushes in manufacturing, infrastructure, agriculture, and technology. It introduced several new schemes and enhanced existing ones under the theme of "Kartavya" (duties) toward Viksit Bharat by 2047.

Manufacturing & Strategic Sectors

 

  1. Biopharma SHAKTI — ₹10,000 crore over 5 years to build ecosystem for biologics/biosimilars production and position India as a global biopharma hub.
  2. India Semiconductor Mission (ISM) 2.0 — Expanded focus on equipment, materials, full-stack Indian IP, supply chains, research, and training.
  3. Electronics Components Manufacturing Scheme — Outlay increased to ₹40,000 crore to deepen domestic value addition.
  4. Rare Earth Permanent Magnets Scheme — Dedicated corridors in states like Odisha, Kerala, Andhra Pradesh, and Tamil Nadu for mining, processing, research, and manufacturing.
  5. Dedicated Chemical Parks — Three parks via cluster-based plug-and-play model.
  6. Container Manufacturing Scheme — ₹10,000 crore over 5 years for globally competitive capacity.
  7. Construction & Infrastructure Equipment Enhancement Scheme — Support for high-value, advanced equipment manufacturing.
  8. Textile Expansion and Employment Scheme — Modernization of clusters with machinery, tech upgradation, testing centres; includes National Handloom & Handicraft Programme, Tex-Eco Initiative, and Samarth 2.0 for skilling.
  9. National Fibre Scheme — Self-reliance in natural fibers (silk, wool, jute), man-made, and new-age fibers.
  10. Scheme for Affordable Sports Goods — Dedicated initiative for manufacturing.
  11. Hi-Tech Tool Rooms in CPSEs — To boost capability.

 

MSME & Enterprise Support

 

  1. SME Growth Fund — ₹10,000 crore to create MSMEs as future champions, with professional compliance support.
  2. Self-Reliant India Fund — Additional ₹2,000 crore allocation.

 

Infrastructure & Energy

 

  1. Infrastructure Risk Guarantee Fund — To de-risk large projects and attract private investment.
  2. Seven High-Speed Rail Corridors — As "growth connectors" (e.g., Mumbai-Pune, Pune-Hyderabad, etc.).
  3. Dedicated East-West Freight Corridor — For efficient logistics.
  4. 20 New Waterways — Operationalization for inland transport.
  5. Carbon Capture Utilization and Storage (CCUS) Scheme — To support energy transition.
  6. Purvodaya — Integrated East Coast Industrial Corridor development.

 

Agriculture & Rural Development

 

  1. Bharat-VISTAAR (Virtually Integrated System to Access Agricultural Resources) — Multilingual AI tool integrating AgriStack and ICAR packages for customized advisory on productivity, decisions, and risk reduction (₹150 crore initial allocation).
  2. Prime Minister Dhan-Dhaanya Krishi Yojana — Developing agri districts (expanded from earlier announcements).
  3. Coconut Promotion Scheme — Increase production/productivity.
