What?

 

PM Gati Shakti Yojana, officially known as the PM Gati Shakti - National Master Plan for Multi-Modal Connectivity, is a transformative infrastructure initiative launched by Prime Minister Narendra Modi on October 13, 2021.

It represents a whole-of-government approach to integrated planning and coordinated implementation of infrastructure projects across sectors, aiming to create a seamless multi-modal transport network that connects economic zones, ports, and key hubs.

The plan leverages digital technology, including a GIS-based portal, to break down departmental silos, reduce project delays, and lower logistics costs from the current 13-14% of GDP to single digits. With an outlay of over ₹100 lakh crore, it integrates over 1,400 existing schemes from 44 central ministries and state governments, such as Bharatmala (roads), Sagarmala (ports), and UDAN (airports).

 

Objectives

The primary goals of PM Gati Shakti are to:

  • Enhance multi-modal connectivity to ensure efficient movement of people, goods, and services.
  • Reduce logistics costs and time, thereby boosting India's competitiveness in global trade.
  • Foster economic growth by creating jobs, promoting regional development, and supporting initiatives like Make in India and Atmanirbhar Bharat.
  • Promote sustainable and inclusive infrastructure, including green corridors and last-mile connectivity in aspirational districts.
  • Enable data-driven decision-making through a unified digital platform for real-time project monitoring and stakeholder collaboration.

   

Core Pillars and Components

The plan is built on seven engines of infrastructure development, focusing on seamless integration:

  • Roads: Expansion under Bharatmala Pariyojana for national highways.
  • Railways: Dedicated freight corridors and electrification.
  • Airports: UDAN scheme for regional connectivity.
  • Ports: Sagarmala for coastal shipping and inland waterways.
  • Mass Transport: Metro and urban transport systems.
  • Waterways: National Waterways for inland logistics.
  • Logistics Infrastructure: Development of logistics parks and multimodal logistics parks.

 

Key components 

 

  • Digital Platform: A GIS-enabled portal (pmgatishakti.gov.in) that overlays data layers from ministries, allowing virtual site visits, conflict resolution, and predictive analytics. It has mapped over 1.5 lakh km of roads, 1.4 lakh km of railways, and 37,000 km of pipelines.
  • Institutional Framework: Overseen by the PM Gati Shakti National Council, chaired by the Prime Minister, with an Executive Committee led by the Principal Secretary to PM. A Network Planning Group (NPG) coordinates 100+ line ministries, and a Technical Support Unit (TSU) provides expertise.
  • Multi-Modal Integration: Focus on 100+ District Master Plans and economic railway corridors to link production centers with consumption hubs.
  • Sustainability Focus: Incorporation of renewable energy projects, green hydrogen corridors, and climate-resilient infrastructure.

Achievements and Economic Impact

 

Since inception, PM Gati Shakti has accelerated over 200 infrastructure projects worth ₹15 lakh crore, reducing project approval times by 30-40% through digitized processes. It has facilitated the development of 17 multimodal logistics parks and integrated 44 ministries' data, leading to savings of ₹1.5 lakh crore in costs by avoiding duplications. The initiative has boosted exports by improving connectivity to 200+ economic nodes and created over 10 million jobs in construction and logistics. As of 2024, logistics performance index rankings improved, with India's score rising from 44th to 38th globally. The plan has also supported renewable energy integration, with over 50 GW of projects aligned to the master plan.
